Charles E. Foster, II, CFP®, CFA®

Charles E. Foster, II, CFP®, CFA®, Vice Chairman, helped found Blankinship & Foster in 1989, having joined the predecessor firm, Blankinship & Associates, in 1988.  He is a member of the firm's Investment Committee.

Mr. Foster assists clients with their personal financial planning and investment management.  His work focuses on helping clients achieve greater control over, and improved performance in, their financial affairs.

Mr. Foster earned his MBA from Harvard Business School in 1968.  He graduated with High Honors from Clemson University in 1966 with a Bachelor of Science Degree in Electrical Engineering.  He served in the United States Naval Reserve as an officer from 1968 to 1972.

Mr. Foster is licensed to use the Certified Financial Planner (CFP) mark by the Certified Financial Planner Board of Standards.  He has earned the designation of Chartered Financial Analyst (CFA) awarded by the Institute of Chartered Financial Analysts (now CFA Institute).

Mr. Foster has served as Chairman of the Planned Giving Committee for the Salk Institute and as Chairman of the San Diego Foundation’s Professional Advisor Council.  He is a member of the National Association of Personal Financial Advisors, the Financial Planning Association, and the CFA Society of San Diego, for which he has served as President.  He also is a member of the CFA Institute, the La Jolla Estate Planning, Trust and Probate Section, the Estate Planning Council of San Diego, the Salk Community Advisory Board, and the Episcopal Diocese of San Diego Investment Committee.

Mr. Foster has given presentations on financial planning and investment management and has contributed articles on financial issues to various publications. He is the co-author of The Six Cups-How To Manage Your Money, a book about money management.  As a member of the University of California, San Diego, Extension Program staff, he taught Advanced Financial Analysis-Securities for a number of years.  He served as a mentor in the CFP Residency Program in 1998-2000.  He has been listed in the Who’s Who in Finance and Industry and has been recognized as one of the best financial advisers in the United States by Worth Magazine and by Medical Economics Magazine.  Mr. Foster held management positions with several high-technology businesses prior to 1988, including Wavetek Corporation, Hughes Aircraft Company, and Watkins-Johnson Company.

Mr. Foster has held numerous leadership positions within the Del Mar-Solana Beach Rotary Club, Del Mar Boy Scout Troop 713, and Del Mar Soccer Club.
